Build a rain barrel in 10 minutes! Tutorial from Frugal Debt Free Life.
Items needed: 55 gallon drum, 1/2 inch Faucet Rosette Washer and Nut, 1/2 inch washing machine valve.
Steps:
Drill a hole near the bottom of the barrel.
Fit a 1/2 inch Faucet Rosette Washer and Nut to the barrel.
Add a 1/2 inch washing machine valve and seal the hole with silicone.
It’s recommended to cover the top of the barrel with mesh or a screen to keep out debris and critters.
When you’re ready to use the water screw your water hose into the faucet valve.
And voila!! 10 minute rain barrel!

I like your idea, and I have a thought that might make it more functional. If you could add a valve to the downspout after the filter but before the barrel, you would be able to add a small pressure to the barrel via a bicycle air pump or similar tool. This would allow you to use the water above the static water level in the water barrel. Just a thought, cool project.
